А Fast Breeder Reactor (FBR) has no moderator so that the neutrons are at high speed (i.e. fast). FBRs need fuel of high fissile material content (natural uranium cannot be used) . They need а coolant (like liquid sodium) which should not slow down neutrons. By proper design а FBR can produce more Pu from U-238 (or U-233 from Th-232) than the fissile material it consumes for power production. Hence it is called а breeder.
