What is FAAs role in the Master Plan process?
The FAA has produced an Advisory Circular on methods to prepare an Airport Master Plan. This report, Advisory Circular 150/5070-6A, Airport Master Plans was last updated in June 1985. FAA will review the aeronautical forecasts contained in the Airport Master Plan to determine if they are acceptable for planning and environmental purposes. Once FAA and IDOT agree on a set of reasonable forecasts, IDOT will prepare an Airport Master Plan and Airport Layout Plan (ALP) based on the forecasts. FAA will review and comment on the Airport Master Plan and ALP to ensure that they comply with FAA standards and guidelines. It is also FAAs responsibility to evaluate the ALP and alternatives to the ALP by conducting an environmental analysis of the project in compliance with the National Environmental Policy Act (NEPA). At the end of the process, FAA will make a finding on the project, in the form of a Record of Decision (ROD) and either approve or reject the ALP.
