Exempt development is development that meets the specified criteria and does not require any approvals. It includes barbecues and small garden sheds. Complying development is development that requires approval by Council. To determine what is exempt and complying development you should refer to Schedule 13 of the Strathfield Planning Scheme Ordinance.
