What is “domicile” and what does it have to do with my State Grant??
Domicile simply means your true, fixed and permanent home; the place to which you plan to return whenever absent. You must have Pennsylvania domicile in order to get a State Grant. Students who are born and raised in Pennsylvania and attend college in other states do not relinquish their Pennsylvania domiciliary status simply because they are temporarily in another state. However, a student is no longer eligible for a State Grant if he/she attends college out-of-state and registers to vote in that state. Students who enter Pennsylvania to attend college are not considered Pennsylvania domiciliaries. Pennsylvania military personnel are presumed to maintain their Pennsylvania domicile even though they are stationed out-of-state or overseas, unless the family has taken steps to become residents of that state or country.
