I believe that computer or software engineering focuses on programming and designing software for anything that requires it. For instance, I know someone who works for a company that designs and tests software for airplane equipment. In contrast, IT focuses on the storage and transmission of data between computers. For instance, every company has an IT department that ensures that all of the information on the computer system is connected and functioning properly.
