For example, an oath created using the creation guide in Changeling: The Lost is not custom, but an oath created using different mechanics than those presented in the same book would be. Another example is a bloodline that adds protean as a 4th discipline. This bloodline does not have to be submitted to the Global Rules Panel. A Bloodline that adds a custom 4th discipline, however, does.
