Under the Traffic Management Act 2004 civil parking enforcement allows the local authority to manage its own parking restrictions. Parking rules are controlled by Traffic Regulation Orders (TRO’s). Under CPE, contravention of parking restrictions is no longer a criminal offence, however the owner or registered keeper of the vehicle is now liable for payment of the PCN. The PCN’s will be enforced through the County Court.
