The Intelligence Services of the United States, unlike that of most countries, makes a large part of its output available to the legislative branch. Such sharing has provided tensions since Congress often uses the intelligence to provide it with ammunition to challenge administration policies. Likewise, the Administration often see intelligence agencies as “allies” in their political struggles with Congress. Here, the POW issue falls.
