What is CESAs organization and history?
CESA was founded by David Edelman, CPA in 1980 and was originally organized as a California limited partnership. Following David’s untimely death in 2006, CESA continues to be managed by Hannah Edelman (David’s wife) and Stewart Edelman, CPA (their son). Since 2007, CESA has re-organized as a general membership group. CESA is open to convalescent homes or hospitals (governing class 8829) and residential care facilities (governing class 9070). At least 75% of payroll must fall under one of the two classifications and members must be insured through the State Fund.
