The culprit in your case, most likely, is the lacebug, a small insect that often feeds on azalea leaves, which then become speckled with tiny yellowish dots. Often the undersides of affected leaves become covered with brown spots of excrement. If you catch infestations early, this pest can be controlled with soap sprays. Otherwise, you may have to resort to sprays of a more powerful insecticide.
