While some would argue that ROA is a representative governing body, the delegates are no longer representative. The conventions are grossly underattended. In the past 15 years, overall attendance has dropped to 40 percent of what it used to be. Statistics from the past three years alone indicate only 25 percent of the authorized delegates are in attendance at the national convention (See table). This is certainly not a representative form of governance. Many departments are not even represented by delegates in any of the service sections.
