A political and legal framework is being provided. Rajemison Rakotomaharo, president of the Senate of Madagascar, the second person in the state after the President of Madagascar, paid a visit to Russia. A.M. Makarenko, the director of the Russian Foreign Ministrys Africa Department, likewise visited Madagascar. After that Jean-Pierre Rakotonirina, the secretary general of the Foreign Ministry of Madagascar, came to Russia. The visit of the head of our Foreign Ministry to Russia is being prepared. To establish contacts between entrepreneurs, the chairman of the Chamber of Commerce of our capital Antananarivo and Patrick Rakotoarison, chairman of the Chamber of Commerce of Madagascar, also visited Russia. The latter was received by his Russian counterpart Y.M. Primakov. A protocol on interaction between the two chambers of commerce is currently being drawn up.
