Baseboard does not need to be removed when installing flooring, however you will need to add a quarter round in addition to the baseboard after installing the floor to hide the expansion gap needed when installing a laminate or hardwood floor. If you do not want to add quarter round, then removal and reinstalling the base board will be necessary.
