What is animal abuse and neglect?
We frequently receive calls from citizens concerned about the well being of an animal, but they aren’t sure what constitutes abuse or neglect or who to call to report it. Animal abuse in Oregon is illegal and is punishable by law. According to Oregon’s Animal Statutes an animal must receive “minimal care” – meaning enough food and water to maintain body weight and health. Also shelter from wind, rain, snow or sun that has adequate bedding to protect against cold and dampness must be provided. The animal must also be given adequate veterinary care, and space for exercise which is free from excess waste and contaminants. As an animal lover nothing is more frustrating than to see an animal not being cared for or abused. And, although it may be tempting to take matters into your own hands by removing the animal, this prevents the authorities from prosecuting the offender.
