Within the Intel AppUpSM developer program, users get an ID and a user account, but they do not receive payments. Organizations publish applications and components, and they receive payment. Thus, a developer must belong to an organization to get paid for their development efforts. The organization can be an individual or a formal company in a country that is part of the list of countries the Program can make payments to.
