A proxy server should be configured to allow all clients on the LAN (Local Area Network) to have connectivity but not allow access from clients outside of the local network. A mis-configured proxy server (or open proxy server) allows for any pc with connectivity to re-route traffic through the proxy server, and for a PC outside of the network to mask its location on the Internet. This may allow an outside PC to send any packet through the system, attack another system, crack another system, send spam through the system, etc., eluding identification.
