What is an instream flow?
Stream flows are the amount of water flowing in a stream. A water right to protect a quantity of flow for instream resources is called an “instream flow.” Instream flows are defined as the stream flow levels needed to protect and preserve instream resources and values, such as fish, wildlife and recreation. Instream flows are intended to protect water for instream resources from new withdrawals.
