ICT stands for Inter-College Transfer. A student in University College who has met the criteria for his/her degree-granting college or any student who wants to move from one degree-granting college to another must meet with an adviser who will fill out the ICT form and sign it. At that point, both the students file and the student are transferred to the new college.
