An English patch for an NDS ROM is a patch that will make parts of the game in English. However, for that to exist, an English version of an earlier form of the game must exist, a big example being Pokemon Diamond/Pearl to Platinum. Anything that’s the same in Platinum, when applied with a D/P English patch, will be English. However, any new elements will be in Japanese, mainly dialogue.
