An emergency operations plan or emergency response plan provides a detailed roadmap of what an organization needs to do in an emergency, who needs to do it, how to do it, when to do it, when to let someone else do it, and how to work with others in doing it. It also provides important contact information. A properly drafted emergency operations plan guides crisis managers in responding to an incident and the consequences that flow from it.
