What is an emergency operations plan or emergency response plan?
An emergency operations plan or emergency response plan provides a detailed roadmap of what an organization needs to do in an emergency, who needs to do it, how to do it, when to do it, when to let someone else do it, and how to work with others in doing it. It also provides important contact information. A properly drafted emergency operations plan guides crisis managers in responding to an incident and the consequences that flow from it. Among other things, the plan establishes policies, planning assumptions, and response and recovery actions upon which actions and decisions can be based to govern the immediate response to an emergency. The intent is to: Identify responsibilities for agencies, teams and employees Present details as to notification procedures Describe alternate measures and response actions With established links to Federal, state and local agencies, an emergency operations plan will facilitate interagency and intergovernmental planning, training, exercising, coordina
