What is an ACAN?
An ACAN is an electronic notice that is posted on the Government Electronic Tendering Service (GETS) for 15 calendar days, indicating to suppliers that the government intends to award a contract to a pre-identified contractor. If no other supplier submits, during the posting period, a statement of capabilities meeting the requirements set out in the ACAN, a contract can be awarded to the pre-identified contractor using Treasury Board’s electronic bidding authorities, which are higher than traditional competitive authorities and non-competitive authorities. Before awarding the contract, however, the suppliers who are not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN must be notified. If on the other hand a potential supplier submits a statement of capabilities during the posting period that meets the requirements set out in the ACAN, the government must proceed to a full tendering process via GETS or through traditional means
