Instead drivers either pay with an electronic pass (a credit-card-sized device installed in the vehicle) or they set-up a license plate account (a photo is taken of the license plate and the corresponding account is billed). Those without accounts will be able to post pay on-line or by phone, or wait to receive a bill. Those who do not pay the bill will become violators and receive a fine.
