The wheat steamers were used to “temper” the wheat prior to milling. The wheat encountered the moisture from the steamer as it was moving toward the milling process, usually on roller mills. This toughened the bran and mellowed the floury part of the wheat berry. This was a common practice, still in use today. The process was also known as “conditioning” the wheat. Hope this helps.
