The water factor is the number of gallons per cycle per cubic foot that the clothes washer uses. The lower the water factor, the more water-efficient the washer. Effective July 1, 2008, to be eligible for a rebate, a High Efficiency Clothes Washer must have a water factor of 5.0 or less.
