A council that is responsible for the delivery of all principal local authority services within an area. In Cheshire we still operate a two tier system of local government; Cheshire County Council and six borough or city councils. However, Warrington and Halton Borough Council’s which used to be part of the area administered by Cheshire County Council are now both unitary councils (still part of historic Cheshire). Other examples of this are all the Metropolitan Borough Councils. Unitary authorities eliminate the two tier confusion about which council does what for the public.
