The United States Department of Transportation (DOT) Disadvantaged Business Enterprise (DBE) regulations (49 CFR 26.81) required recipients of USDOT funds to create UCP programs by March 2002. Their purpose is “one stop shopping” for businesses to become DBE certified for DOT contract opportunities. Some states have embraced the DOT process completely. Others have accepted the standard process but added supplemental questions and extra documentation.
