What is a substantial effect on the energy performance of the base building?
Under the Building Energy Efficiency Disclosure (Disclosure Affected Buildings) Determination 2010 (No. 2), a major refurbishment ‘must have a substantial impact on the energy performance of the base building’. As a guide, a refurbishment that is expected to result in, or does in fact result in, at least a one half star change in the NABERS energy rating of the base building will be regarded as ‘substantial’ for the purposes of administering the Building Energy Efficiency Disclosure Act 2010.
