What is a statutory assessment and statement of special educational needs?
If a child’s special educational needs appear to be severe or complex, a statutory assessment may be required. The parents of children whose needs are assessed in this way are asked for their views and can submit further information about their child’s educational needs. Parents also have the right to be consulted throughout the assessment process and can make a parental request for a statutory assessment. During a statutory assessment, the council will gather reports about a child from a range of professionals, such as school staff, teaching support services, an educational psychologist, a medical officer and Social Services staff. When all these reports have been made available, the council will consider them and decide how the child’s needs might best be provided for. If the child’s needs are severe and complex and require special educational provision the council will issue to parents a proposed Statement of Special Educational Needs.
