Simple? I guess it depends on what you mean by simple and the degree of accuracy you want from your measurement. For starters its not easy to get a very accurate measurement by any normal means because the speed of light is so great. Further more, if by simple you mean an experiment that is easy enough for a grade school kid to reproduce then I don’t think there are any. Measuring the speed-of-light often requires extensive preparation and or expensive equipment. Otherwise the Fizeau & Foucault method may be the simplest (see link).
