A business which qualifies as a small business and is 51% unconditionally owned and controlled by one or more person(s) who served in the Active Military , Naval, or Air Service, and who was discharged or released under conditions other than dishonorable, and whose disability was incurred or aggravated in line of duty in the active military, Naval, or Air Service, or in the case of permanent or severe disability, the spouse or permanent care giver of such veteran.
