A retail licensee buys a water supply from the water company to sell on to their customer. The retail licensee produces water bills for their customer and read the water meters unless they have outsourced any of these services, or have a contractual arrangement with the water company otherwise. As a licensed water supplier, a retail licensee is also responsible for providing water efficiency advice to their customers. Retail licensees are also known as wholesale suppliers.
