What is a “registered” lobbyist?
A registered lobbyist is one who is retained (contracted) or employed by the organization it lobbies for. All lobbyists need to register with the federal government to conduct lobbying activities. Individual citizens who lobby for a specific cause or organization at infrequent intervals without compensation are not required to register their activities because they are considered to be exercising their First Amendment right to petition the government.
