What is a Redevelopment Agency?
The Placer County Redevelopment Agency is a separate public body that is governed by the Redevelopment Agency Board. In Placer County, the Redevelopment Agency Board also sits as the County Board of Supervisors. California Community Redevelopment Law provides that any county or city can establish a redevelopment agency by action of its governing body. The governing body that established the Placer County Redevelopment Agency is the County Board of Supervisors. The redevelopment agency assigns its own staff and advisors to carry out its day-to-day operations as well as to formulate and implement redevelopment plans. The benefit of this system is the redevelopment agency is ultimately responsible to the voting public through its elected governing body.
In most cities, the city councilmembers are also the governing board for the redevelopment agency; however, the council and the agency are two separate, distinct legal entities. The agency members hire staff to carry out the day-to-day operations and its redevelopment plans. In most counties, the board of supervisors is the governing board.
