What is a Procurement Review Committee and when must a Review Committee be engaged?
Each agency is required to establish a Procurement Review Committee (PRC) for the purpose of reviewing the evaluations of all goods and services, building and construction, and roads and bridgesprocurement valued at $50 000 or more (excluding GST). This includes contracts that are to be awarded as a result of an exemption from the Treasurer’s Instructions or by way of a quotation/selective tender process following an exemption.The purpose for the review is to ensure that procurement undertaken by the agency is in accordance with the Government’s procurement policies and principles including, if appropriate, the Free Trade Agreements Guideline.In all cases where a review is required, the PRC will review the process after the evaluation process prior to any contract being awarded.The mandatory requirements relating to PRCs are set out inthe Treasurer’s Instructions 1116 (goods and services) and 1218 (building and construction/roads and bridges).
