A Phase I assessment is a fairly rigid structure that attempts to evaluate the ‘source-pathway-receptor’ model for a property. A phase I desktop study will involve the consultant simply accessing historical and current records regarding the site and surrounding area, evaluating resources regarding geology and hydrogeology and other risks. The assessment should include clear explanations of likely risks and present conclusions. These may include further investigation for some risks (for example, in certain areas, a coal-mining report is required for development). In extreme cases where the risk of contamination is high a phase II investigation may be advocated. A full phase I investigation is similar but involves a visit to the site by a qualified inspector who will record direct observations of the site. This is highly useful because a trained eye can quickly evaluate likely areas of concern, but may also make other observations which could have a direct impact upon your financial plan
