Paper ballots are separately printed ballots on which names of qualified candidates are used. They are used during Early Voting and Absentee Voting and any time a voter wishes to “write in” a candidate of his/her choice. They may also be used when a voter’s right to vote is challenged by an official and it becomes necessary for that vote to be decided upon by the Absentee COunting Board. Finally, a paper ballot may also be used when a voter requires the assistance of another person in order to vote (i.e., a visually impaired voter).
