The NPDES permit was established as Federal Law in 1987 to regulate and protect discharges to surface waters of the United States. The City has a permit for wastewater and one for stormwater. The California application and regulation of federal and state laws has been delegated to the Regional Water Quality Control Board (RWQCB). These boards and their staff interpret laws and issue permit requirements.
