What is a major refurbishment?
For the purposes of the exception from the energy efficiency disclosure obligations, a major refurbishment must have a substantial effect on the energy performance of the base building. It is expected that this would involve substantial changes to the fabric, plant or equipment of the building. Building owners seeking to rely on this exception should be able to provide evidence to the Department on request indicating both the nature of the changes and their impact on the energy efficiency of the base building. Note that a major refurbishment that does not require a certificate of occupancy under a law of a State or Territory will not except a building. Some other refurbishments may make performing a NABERS Energy rating under the rules impossible. If this is the case, building owners should apply for an Exemption.
