What is a leap second?
Observations of the sun are the traditional basis for time keeping. History records three times that clocks have become more stable than the timekeeping sun, leading to changes in timekeeping practice. The leap second is the most recent innovation (1972). For the best clocks to stay in alignment with the sun, at irregular intervals it is necessary to insert a leap second – with 6 to 84 months between leap seconds.
