The Lanterman-Petris Short Act (LPS), which was passed in 1967 and named for the three legislators who authored the law, provides for prompt evaluation by the Public Guardian of people who are gravely disabled due to serious mental disorders or chronic substance abuse. Clients come to the Public Guardian under a court order and referral from Ventura County Behavioral Health. Working closely with a case manager, the Public Guardian coordinates the client’s individualized treatment program in a licensed facility, manages his/her assets, authorizes medical care, and coordinates social services, if needed. Conservatees are re-evaluated by the Superior Court on an annual basis. Once a referral is submitted by Ventura County Behavioral Health, the Public Guardian begins an investigation.
