What is a Labour Market Opinion (LMO)?
In order for our offer to a non-Canadian to become bona fide, Service Canada (HRSDC) must ‘validate’ or confirm the job offer. This is issued in the form of a ‘Labour Market Opinion.’ The Relocation Coordinator forwards HRSDC a file containing the details of the search, the advertisement, the number of domestic applicants, and the reasons why the top three Canadian applicants were deemed unqualified. Once this has been completed and the LMO has been issued, the Relocation Coordinator receives the notification, which is passed on to the new employee. This confirmation contains a System File Number which allows the immigration authorities to access the LMO, and authorizes them to issue the employee a temporary work permit. The temporary work permit is required to enter the country, to begin the position and to achieve Permanent Residence status.
