A.9. A Highlands Applicability Determination (HAD) and Water Quality Management Plan (WQMP) Consistency Determination will be needed by those contemplating a Major Highlands Development. HADs will provide guidance as to whether the proposal is a Major Highlands Development, is WQMP consistent and/or is HWPPA exempt. N.J.A.C. 7:38-2.4.
