If you can build a range, I’d suggest a three-sided bunker made of cement blocks, lined with foam panels and covered on the inside with wood, a slanted, double layer roof made of wood (which does absorb sound well) and covered on top with a metal roof. If you could surround this with earth on the three sides, that would work well. While you have the dozer there, have them construct berms on either side of the shooting lane for a ways.
