Gloomy basement, eh? I had that issue a few years ago when we moved into our new house. It can be quite a drag to not use such a big room because it’s unfinished and gross to look at. Plus it’s so cool in the summer! The first thing we did was get rid of all the dark colors. The walls were painted white and we laid down a beige colored carpet tightly woven so as not to get too dusty and smelly. Light colors like white and beige is what you want here, accented with a color your family can agree on (perhaps your favorite color?) The space will seem brighter, bigger and more inviting.
