I’ll start of by assuming that you’re interested in classical electromagnetism for someone with very little formal training in the area, but enough familiarity with basic (high school, pretty much) mathematical tools to understand a reasonably rigorous text on the subject. The two volume set which I would recommend is the ubiquitous Bleaney and Bleaney (only the first volume of which is really essential at an introductory level). This book starts of at something like a high school level, introducing all of the essential concepts in a rigorous way and then building on these concepts to introduce everything you’re likely to need to know about classical electromagnetism unless you end up following a rather specialised career.
