I have lived in Miami my entire life and have never seen dolphins on the Atlantic coast. I have seen them when I visited Ft. Myers beach. You can see them swimming right off shore. I think you are more likely to see them in the Gulf of Mexico. They have a dolphin tour in the area by wave runner- don’t know of one by boat. http://www.midislandwatersports.com/tour… If you really want to see dolphins, then your best bet is to visit Miami Seaquarium of Sea World in Orlando. You can swim with the dolphins for a fee at either place!
