What is a good bass clarinet for beginners?

Ok. Now starting with a bass clarinet is not such a good idea. It can be a hard to learn instrument if you have never played woodwinds. However, if you wish to continue with playing the bass clarinet, i would suggest a Yamaha YCL-622II. I am using it currently and it has an excellent tone quality. Alternatively you could buy the YCL-221II it is a slightly cheaper one. It was the first one I used. Its tone is not as good but still clear. If you would like to buy a B♭ clarinet (i suggest you start learning with this one) you could get a Buffet E11 or a Yamaha YLC250, or a Yamaha 450E. They are all good in terms of tone. As for reeds you should buy grand concert reeds(size 3) As you improve you may want to change to a brand called Vandoren (size 3 reeds). You could get a vandoren mouthpiece or a yamaha custom mouthpiece and I suggest you buy a Rovner ligature. It is up to you to decide which clarinet you will start playing. I agree with the person above in that you should really start on the Bb soprano clarinet. Once you get that down, if you still want to move to bass clarinet, then that’s great, but you could go so many different ways from the soprano.
