I assume you mean the yellow bar that you get when you have SP 2 installed on windows xp 🙂 That is a pop up blocker as per above but if you hold down the CTRL key before you click on a link that makes a pop up appear , windows pop up blocker will ignore it and alllow IE to launch the pop up without any interferance or interaction.
