What is a general revenue bond issued by the Connecticut State Revolving Funds (SRFs)?
A general revenue bond is a special obligation of the State payable solely from Available Moneys in the Clean Water Fund and Drinking Water Fund. Available Moneys are defined as all funds and accounts established in connection with the issuance of the bonds, the investments thereof and the proceeds of such investments, if any. These amounts are available for the payment of debt service on the general revenue bonds. The general revenue bond does not directly or indirectly or contingently obligate the State or any political subdivision to levy or pledge any form of taxation whatsoever or to make any appropriation for payment.
