A functional impairment is: • an intellectual impairment where the intelligence quotient is less than 70; • a severe, permanent psychiatric, organic or motor impairment; • a severe, permanent multiple impairment of at least two of the following types (intellectual, psychiatric, organic, motor, language or speech, hearing or visual). A person who has a functional impairment that began before age 18, who is domiciled with a person who would exercise parental authority over him/her if he/she were a minor and who is not receiving last-resort financial assistance benefits is considered a child.
